DESCRIPTION
McColm & Company seeks an Iraq Subject Matter Expert instructor to design, deliver, and coordinate the Iraq Familiarization course at the U.S. Department of State, Foreign Service Institute. 
 
The Iraq Familiarization course is mandatory for all Foreign Service, Civil Service and Military Service employees of the Department of State, U.S. Agency for International Development, Department of Defense, Department of Treasury and other agency personnel who will serve in Iraq under Chief of Mission authority.
 
This course is designed to provide an orientation to Iraq for all personnel assigned under Chief of Mission authority. It focuses on behaviors that will be productive and effective in interactions within the U.S. Mission in Iraq and with Iraqis. This course will draw on an overview of Iraq’s history, culture, and modern political development. It also presents brief descriptions of the agendas and backgrounds of the principal political actors in Iraq today. The course provides familiarity with basic Arabic phrases and describes and demonstrates useful behaviors, which will assist in developing positive, productive relationships with Iraqis. Scenarios presented include: office colleagues and employee interactions; training and advisory relationships; and the conduct of negotiations on political and/or reconstruction-related issues with Iraqi officials. The course also includes an overview of life/work conditions within the U.S. Mission and the diplomatic security support provided by the Regional Security Office in Iraq. Personal and family support training includes advice on stress management from the Department of State's Deployment Stress Management program; family support service available from the Family Liaison Office; and personal affairs advocacy and support available from the Office of Casualty Assistance.

CORE RESPONSIBILITIES
Core responsibilities of the Iraq Familiarization Course Coordinator include but are not necessarily limited to:
  • Organize, manage and conduct Iraq Familiarization Course at the Foreign Service Institute;
  • Provide course instructional design and create materials and presentations required for the course, make presentations in areas of expertise;
  • Identify presenters in the course, guest subject matter experts who are recognized authorities from government, academic, diplomatic and business fields;
  • Coordinate presentations by guest lecturers, ensuring they are informed as to the necessary scope and objectives for their presentations to fulfill the requirements of the course design;
  • Create and submit a course schedule and syllabus for each iteration;
  • Provide material for the students to read and view before the course starts, with the pre-reading/viewing material serving as the basis for class discussion;
  • Introduce guest subject matter experts, lead class discussions, present study materials, and evaluate student participation;
  • Meet with Area Studies Chairs on a regular basis, with regard to the course planning or problem areas;
  • Provide updated and timely reading lists that include audio-visual and web-based materials as well as bibliographies that will allow foreign affairs professionals to remain up to date in the study of the theme, region, sub-region, or country on which the course is taught.
  • Counsel students on information sources and other matters related to their thematic or geographic interest;
  • Prepare evaluations of students according to current FSI policy;
  • Maintain a regular record of student attendance on a roster provided by the Area Studies Division;  
  • Ensure that course evaluations are turned in by each participant prior to the course conclusion.
REQUIRED QUALIFICATIONS & EXPERIENCE
  • PhD preferred, Master's degree required
  • Evidence of substantive expertise and recognition as an expert on Iraq, as evidenced by published works, media appearances, past teaching experience, university instruction or similar.
  • Fluent English required; Arabic fluency strongly desired.
  • Evidence of experience with instructional design and delivery of engaging training for adult learners, including demonstrated evidence of dynamic and interactive instruction approaches and capabilities.
  • Ability to solve problems creatively and multi-task
  • Ability to work independently, under deadline pressure and with diverse teams and effectively liaise with State Department and USG personnel.
  • Expert in Microsoft Office - PowerPoint, Word, Excel
  • Must be available to fulfill pre-established course schedule according to FSI requirements.
